경기도는 고양 K-컬처밸리 사업과 관련해 시행업체인 CJ라이브시티와 계약을 해제했다고 밝혔습니다.

K-컬처밸리는 고양시 일산동구 장항동 부지 32만 6천400㎡에 1조 8천억 원(2020년 6월 기준)을 투입해 K-팝 전문 아레나와 스튜디오,엔피스튜디오테마파크,엔피스튜디오상업·숙박·관광시설을 조성하는 사업입니다.

경기도는 2016년 6월 CJ라이브시티와 사업부지 매매 및 대부계약을 맺고 K-컬처밸리 사업을 추진해 왔는데,엔피스튜디오지난달 30일 사업기간 만료를 앞두고 연장을 하지 않은 채 계약을 해제했습니다.

앞서 CJ라이브시티는 공사비 상승과 고금리에 따른 자금 조달 등의 어려움으로 지난해 4월 공사를 전면 중단한 바 있습니다.

경기도는 지난 1월 CJ라이브시티 사업 정상화와 관련한 국토교통부 주관 '민관합동 PF조정위원회'의 중재안에 대해 수용하지 않겠다는 실무진 의견을 국토부에 제시한 뒤 법률 자문과 감사원 컨설팅을 의뢰했습니다.

조정위는 경기도 측에 공사 지체상금(지연배상금) 1천억 원 면제와 계약 해지·해제권의 유보 등을 제시했습니다.

그러나 고문변호사를 포함한 5곳의 법률 자문 결과 모두 조정위 안을 수용할 경우 특혜와 배임의 소지가 있다는 의견을 냈습니다.

감사원에도 같은 내용에 대해 지난 3월 말 컨설팅을 의뢰했는데 계약 만료를 앞두고도 답변을 주지 않았습니다.
