누계 총수입 258조2000억원
법인세 감소 속 기금·세외수입 증가 선방

나라살림 적자 현상이 지속되고 있다.

법인세 감소 및 정부 지출 증가의 영향으로 5월까지 나라 살림 적자 폭이 작년보다 20조원 넘게 증가한 것으로 드러났다.

기획재정부가 11일 발표한 '월간 재정동향 7월호'에 따르면 지난 5월 말 누계 총수입은 258조2000억원,상도4동 로또예산 대비 진도율은 42.2%였다.

누계 총수입은 1조6000억원으로 국세 수입이 줄었지만 세외 수입과 기금 수입 증가분이 이를 상쇄해 지난해와 비교하면 증가했다.

1∼5월 세외수입은 13조8000억원으로 작년보다 1조원 늘었다.기금 수입 역시 9조7000억원 증가한 93조3000억원이었다.

국세 수입은 151조로 작년보다 9조1000억원 감소했다.부가가치세(5조3000억원)과 소득세(3000억원)는 늘었지만,상도4동 로또법인세(15조3000억원)가 대폭 감소했다.

5월 누계 총지출은 복지지출 증가 등의 영향으로 작년보다 23조 증가한 310조4000억원으로 예산 대비 진도율은 47.3%다.

총수입에서 총지출을 뺀 통합재정수지는 52조2000억원의 적자를 나타냈다.

통합재정수지에서 국민연금 등 4대 보장성 기금 흑자 수지를 차감해 정부의 실질적인 재정 상태를 보여주는 관리재정수지는 74조4000억원 적자였다.

5월 기준 적자 규모는 코로나19 긴급재난지원금 집행으로 지출이 크게 늘었던 2020년(-77조9천억원) 이후 역대 두 번째로 큰 것으로 집계됐다.

지난해 같은 달(52조5000억원)과 비교하면 관리재정수지 적자 폭은 22조원 확대됐다.지난달(64조6000억원)과 비교해도 적자 폭이 더욱 커졌다.

5월 말 기준 중앙정부 채무 잔액은 지난달보다 17조9000억원 증가한 1146조8000억원이다.

6월 국고채 발행 규모는 18조3000억원,상도4동 로또외국인 국고채 순 투자는 1000억원 순유입을 기록했다.
