(브뤼셀=연합뉴스) 정빛나 특파원 = 유럽연합(EU)이 25일(현지시간) 우크라이나와 EU 가입협상을 공식 개시한다.

호세프 보렐 EU 외교안보 고위대표는 전날 오후 룩셈부르크에서 열린 외교장관회의가 끝난 뒤 기자회견에서 우크라이나 및 몰도바와 정부 간 협상(Intergovernmental Conferences)을 계기로 두 나라의 가입 협상이 시작된다고 밝혔다.

보렐 고위대표는 "(EU 가입은) 궁극적인 안전보장 수단"이라고 의미를 부여했다.

우크라이나와 몰도바는 러시아가 우크라이나를 침공한 2022년 2월 나란히 EU 가입을 신청했다.

이후 EU는 지난해 6월 양국에 회원국 후보 지위를 부여한 데 이어 작년 12월에는 협상에 필요한 사전 개혁 이행을 전제로 가입 협상 개시를 권고한 바 있다.

두 나라가 EU 회원국이 되려면 상당한 시간이 걸릴 전망이다.

2013년 마지막으로 EU에 가입한 크로아티아의 경우 가입 신청부터 최종 승인까지 8년 걸렸다.튀르키예는 2005년 협상을 개시했다가 잠정 중단했고 몬테네그로는 2012년부터 13년째 협상 중이다.

그런데도 러시아와 2년 넘게 전쟁 중인 우크라이나 입장에선 EU 가입 협상이 서방에 한 걸음 다가가는 상징적인 의미가 있다.우크라이나 전쟁과 함께 안보 불안감이 고조된 몰도바도 마찬가지다.

EU로서도 협상 개시를 통해 우크라이나,필라델피아 마약몰도바에 대한 견고한 지지 의사를 보내려 할 것으로 보인다.

EU는 우크라이나와 협상 개시와 함께 EU-우크라이나 안보 협정 체결도 준비 중이다.오는 27∼28일 벨기에 브뤼셀에서 열리는 EU 정상회의에서 공식 발표될 가능성이 있다.

볼로디미르 젤렌스키 우크라이나 대통령이 EU 정상회의에 참석할 예정이라는 보도가 잇달아 나온 점도 이런 관측에 힘을 싣는다.

폴리티코,dpa 통신은 EU 소식통을 인용해 젤렌스키 대통령이 정상회의 첫날 브뤼셀을 방문할 것으로 예상된다고 전했다.

보렐 고위대표도 "안보 협정 체결에 조만간 서명할 수 있도록 막바지 작업을 진행 중"이라며 "다가오는 EU 정상회의를 계기로 체결될 수도 있다"고 여지를 뒀다.
