한국행정법학회와 새만금 지역 갈등 주제로 공동학술대회

전북자치도 군산시가 새만금 개발사업을 추진하면서 발생한 지역갈등과의 문제 해결을 위해 나섰다.

이와 관련 최근 군산시와 한국행정법학회가‘새만금지역 갈등 해소를 위한 법제도 개선방안 모색’을 주제로 공동학술대회를 개최했다.

이번 학술대회에는 군산 새만금지킴이범시민위원회와 관련 시민 단체장,복권당첨김용섭 한국행정법학회장 등 100여 명이 참석했으며 참석자들은 학술대회를 통해 나온 다양한 새만금의 발전 방안에 대한 심도 있는 의견을 나눴다.

먼저 김용섭 한국행정법학회장의‘새만금지역의 합리적 갈등관리와 관할구역 결정을 위한 새로운 방향 검토’기조 발제로 문을 열었다.

이어‘국가적 이익 관점으로 본 새만금지역 관할구역 결정’을 발제한 동아대 최우용 교수는 “새만금 사업은 시대와 상황에 따라 가변성을 가지므로,복권당첨국가 차원의 결단과 관련 법령 정비가 필요하다”며 “행정통합과 특별지방자치단체 설립은 주민 친화적인 해결책이 될 수 있다”고 강조했다.

다음으로 발제를 맡은 한양대학교 선지원 교수는 매립지 관할구역 결정 시 각 지자체 갈등해소 방안을 발표하면서 “지자체 간에 존재하는 갈등을 사법절차 혹은 준사법절차로 대심적 구조 아래 해결하는 것보다는 협력을 통해 분쟁을 여지를 줄이는 노력이 필요하다”는 입장을 제시했다.

이어 한국해양대학교 신동권 교수가 좌장을 맡은 종합토론에는 홍익대학교 황창근 교수,동국대학교 최봉석 교수,복권당첨성균관대학교 김혜진 교수,복권당첨지방자치인재개발원 김나현 교수가 참여해 새만금지역 갈등 해소를 위해 열띤 토론을 펼쳤다.

군산시 관계자는 “이번 학술대회는 새만금 사업 인근지역의 현안 문제를 해결하기 위한 중요한 자리였다”며 “오늘 논의된 전문가들의 다양한 의견을 바탕으로 실질적인 해결 방안을 마련하는 데 노력하겠다”고 말했다.
