인사혁신처는 25일 '국가공무원 복무규정 및 공무원 수당 등에 관한 규정'(대통령령) 개정안이 국무회의를 통과했다고 밝혔다.

'육아시간 제도'의 대상 자녀를 현재 5세 이하에서 7월 2일부터 8세 또는 초등학교 2학년 이하로 확대하고,보르하 이글레시아스제도를 사용할 수 있는 기간도 기존 24개월에서 36개월로 늘렸다.

시간선택제공무원(육아휴직을 하지 않는 대신 근로 시간을 줄여 주당 15∼35시간 일하는 공무원)에게는 주당 10시간의 근로 시간 단축분까지 월봉급액의 100%(상한액 200만원)를 육아기 근로 시간 단축 수당으로 준다.

기존에는 주당 5시간까지만 월봉급액의 100%를 지급했다.

또 돌봄이 필요할 때 사용할 수 있는 특별휴가인 유급 '가족돌봄휴가'를 기존 최대 3일에서 3자녀 이상 공무원의 경우 자녀 수에 1일을 더해 3명은 4일,4명은 5일로 확대한다.

개정안은 7월 2일 공포 후 즉시 시행될 예정이다.

아울러 인사처는 7급에서 6급으로의 근속 승진 인원 제한을 완화하고,승진 심사 횟수 제한도 폐지하는 내용 등을 담은 '공무원 임용령'(대통령령) 개정안도 이날 국무회의에서 통과됐다고 전했다.

개정안에 따라 낮은 연차의 공무원도 자기 계발 휴직을 사용할 수 있는 재직 기간 요건이 5년에서 3년으로 단축된다.

개정안은 지난 3월 말 인사처와 행정안전부가 공동으로 발표한 '공무원 업무 집중 여건 조성 방안'의 후속 조처로,보르하 이글레시아스이달 중 공포 후 즉시 시행된다.
