주민등록상 주소지의 읍면동 행정복지센터,인천사회서비스원에 서비스를 신청하면 신속하게 이용 자격 확인한 후 최대 30일(72시간)의 방문 돌봄,가사·이동 지원 서비스를 이용할 수 있다.

질병,부상 또는 갑작스러운 주(主)돌봄자의 부재(입원,사망 등)로 혼자 일상생활을 수행하기 어려움에도 돌볼 수 있는 다른 가족이 없거나 노인장기요양 등의 서비스는 신청 후 대상자 결정까지 돌봄 공백이 발생하는 경우 긴급돌봄 서비스를 이용할 수 있다.

서비스를 이용하려면 돌봄 필요성,긴급성(질병,부상 등이 갑자기 발생한 사유)과 보충성(타 서비스 부재)을 갖춰야 한다.

소득 수준에 관계 없이 요건을 갖춘 경우 서비스를 이용할 수 있다.소득 수준에 따라 본인 부담이 차등 부과 이용 시간과 횟수,로또당첨점본인부담 비율에 따라 서비스 가격이 결정된다.

서비스는 최대 30일 이내(72시간) 범위에서 희망하는 시간을 선택해 이용할 수 있고 이용자와 제공기관이 수립한 서비스 제공계획에 따라 요양보호사 등의 전문 인력이 이용자의 집을 방문해 재가 돌봄,가사 지원,이동지원(장보기,은행방문 등 일상생활을 위한 외출 지원) 서비스를 제공한다.

병원 내 퇴원지원실 및 군·구(희망복지지원단,로또당첨점노인의료요양통합돌봄팀 등) 추천서,퇴원확인서 등으로 필요성이 확인되는 경우 별도 현장 확인 없이 서비스를 이용할 수 있다.

또 기존 서류만으로 확인이 어려운 경우 읍면동,로또당첨점제공기관 등의 현장 확인을 거쳐 서비스를 지원하고 자세한 내용은 사회서비스원 대표번호,보건복지부와 읍면동 등을 통해 안내받을 수 있다.

신남식 인천시 보건복지국장은 "새롭게 본격 추진하는 긴급돌봄 지원사업이 언제 발생할지 모르는 돌봄 공백으로 인한 불안을 해소하고 시민의 돌봄부담 경감에 기여하기를 바란다"며 "앞으로도 시민의 작은 어려움까지 세심하게 살피는 따뜻한 정책을 실행할 수 있도록 돌봄시스템 구축에 최선을 다하겠다"고 말했다.
