박 지사는 "양 시·도는 수도권에 버금가는 지역 경쟁력을 확보하기 위해 행정통합 논의를 진행하고 있다"면서 "통합자치단체가 실질적인 권한과 재원을 확보할 수 있도록 특별법 제정과 시·도민 공론화 등에 필요한 절차를 체계적으로 마련되어야 한다"고 말했다.

박 지사는 또 "양 시·도는 통합자치단체가 연방제 주(州)에 준하는 실질적인 권능을 확보할 수 있도록 정부의 실질적인 권한 이양을 통한 특별법 제정을 추진이 필요하다"고 덧붙였다.

박완수 경남지사는 "양 시·도는 민관 합동‘경남부산행정통합 공론화위원회’를 발족시켜 인식 확산과 공감대 형성에 주력해야 한다"고 하면서 "행정통합(안)을 조기에 도출하고 시·도민의 의견을 묻기 위한 절차를 신속하게 추진해야 한다"고 강조했다.
