이번 조치는 의학적으로 필요도가 낮은 불필요한 의료 남용에 대한 관리를 강화하겠다는 의도로 해석된다.실제 한국 국민의 연간 외래이용 횟수는 2021년 기준 15.7회로,나눔로또 석촌점OECD 평균인 5.9회보다 3배 가까이 높은 상황이다.특히 2021년 기준 외래 의료 이용 횟수가 365회를 넘는 사람은 2550명에 달하며 이들에 대해 국민건강보험공단 재정에서 급여비로 투입한 액수는 251억4500만원에 달하는 것으로 나타났다.

복지부는 “합리적인 의료이용을 유도하기 위해 의료과다 이용시 본인부담을 높이는 것”이라며 “한 해 수백 번 외래진료를 받는 등의 불필요한 의료남용을 방지하기 위한 최소한의 조치”라고 강조했다.한편 환자는 자신이 365회를 초과하는 외래진료를 받았는지를 국민건강보험 홈페이지에서 확인할 수 있다.
