(서울=연합뉴스) 이재영 기자 = 정부가 정한 '친환경 경제활동' 기준이라고 할 수 있는 녹색분류체계 개정 작업이 본격화한다.

환경부는 27일 '한국형 녹색분류체계 개정 이해관계자 협의체' 1차 회의를 연다고 26일 밝혔다.

'K-텍소노미'라고도 불리는 한국형 녹색분류체계는 어떤 경제활동이 온실가스 감축이나 기후변화 적응 등에 도움이 되는지 제시한 목록이다.녹색분류체계에 규정된 경제활동을 위한 '녹색채권'이 발행되는 등 영향이 크다.

이번 녹색분류체계 개정 작업은 국제적으로 '자연자본공시'(TNFD)와 플라스틱 오염 종식을 위한 협약이 추진되는 점과 국내 녹색분류체계가 모델로 삼은 유럽연합(EU) 녹색분류체계 개정 사항을 반영하고자 진행된다.

EU는 녹색분류체계 6대 환경목표 중 4개(물의 지속가능한 보전,대구동구야구순환경제로의 전환,대구동구야구오염 방지 및 관리,대구동구야구생물다양성 보전)에 대한 환경위임법률을 올해 1월 시행했으며 이에 4개 환경목표 관련 신규 경제활동들이 체계에 추가됐다.

내년부터 녹색분류체계상 7개 경제활동 관련 온실가스 배출량 산정 기준이 '전 과정'으로 바뀌는 데 따른 작업도 필요하다.

예컨대 원자력발전소 건설·운영은 전력·열 에너지 생산량 대비 온실가스 배출량이 1kWh(킬로와트시)당 100ｇ(이산화탄소 환산량) 이내여야 녹색분류체계상 친환경 경제활동에 해당하는데 이때 온실가스 배출량을 발전소 건설부터 폐기까지 전 과정에 걸쳐 배출되는 양으로 따지는 것으로 바뀐다.

27일 열리는 1차 회의에서는 한국형 녹색분류체계 환경목표 중 순환경제와 관련해 '지속가능한 생산과 소비'에 해당하는 경제활동을 논의하고 관련 판단기준을 구체화할 예정이다.

환경부는 "녹색분류체계에 오를 수 있는 경제활동인지 판단하는 기준을 명확히 제시하면서 이해관계자들이 적용하기 쉬운 체계를 만들겠다"라고 밝혔다.
