(서울=연합뉴스) 국제형사재판소(ICC)가 25일(현지시간) 세르게이 쇼이구 전 러시아 국방장관과 발레리 게라시모프 러시아군 총참모장에 대해 전쟁범죄 혐의로 체포영장을 발부했습니다.

ICC 전심재판부는 이날 검찰이 체포영장 신청 시 제출한 증거 등 관련 자료를 검토한 결과 이들의 체포영장 발부에 대한 법적 요건이 충족된다고 판단했다고 홈페이지를 통해 밝혔습니다.

ICC는 이들이 최소 2022년 10월 10일부터 지난해 3월 9일까지 러시아군이 감행한 우크라이나 전력 인프라에 대한 미사일 공격에 책임이 있다고 볼 만한 합리적 근거가 있다고 봤습니다.

ICC는 앞서 작년 3월 우크라이나 점령지에서 아동을 '불법적으로 이주시킨' 전쟁범죄 행위에 대한 책임이 있다는 이유로 푸틴 대통령에 대한 체포영장을 발부한 바 있습니다.

통상 ICC 체포영장이 발부되면 당사국은 ICC 규정과 자국 국내법상의 절차에 따라 체포·인도청구를 이행해야 하지만 러시아는 2016년 ICC에서 탈퇴했습니다.이 때문에 실제로 체포영장이 집행되기는 어렵다는 지적이 나옵니다.영상으로 보시죠.
