방송통신발전기금 징수 대상에서 빠져있던 넷플릭스,디즈니+,티빙 등 온라인 동영상 서비스(OTT)를 징수 대상에 포함하는 「방송통신발전 기본법 일부개정법률안」 이 발의됐습니다.

더불어민주당 조인철 의원(광주 서구갑,삼성라이온즈 도박 투수과방위)은 오늘(12일),OTT 사업자의 전년도 매출액의 1% 이내에서 방송통신 발전기금을 징수하고,방송통신발전기금으로 장애인과 저소득층의 요금감면 지원이 이루어질 수 있도록 하는 내용을 담은 개정안을 대표 발의했습니다.

방송통신발전기금은 방송 통신의 진흥을 지원하기 위해 조성되고 있는데,그동안은 정부의 출연금,지상파방송사업자,종합편성채널,보도전문채널,삼성라이온즈 도박 투수IPTV,홈쇼핑 사업자 등 방송 및 통신 사업자의 출연금 등을 재원으로 마련돼 왔습니다.

조 의원은 “그동안 법적 미비로 방송 통신 진흥의 책임을 고스란히 기존 사업자로만 한정해 온 것이 사실 ” 이라며,“미디어 환경과 영향력이 변화한 만큼,그동안 무임승차 해온 OTT 도 공공 재원에 기여하는 것이 타당할 것 ” 이라고 밝혔습니다.
