붕괴된 저수지 안전점검 D등급에도 보수 미뤄져 사고

(영동=연합뉴스) 박병기 기자 = 지난 10일 새벽 충북 영동군 심천면 법곡저수지 둑이 터지면서 급류에 휩쓸려 실종된 70대 남성을 찾기 위한 소방당국의 수색이 사흘째 이어지고 있다.

충북 영동소방서는 12일 경찰과 군부대 등의 도움을 받아 A(71)씨가 살던 마을과 하류지역 금강 일원에 300여명의 인력과 수색견을 투입해 정밀 수색을 벌이고 있다고 밝혔다.

헬기와 드론을 이용한 공중수색도 이틀째 진행되고 있다.

그러나 폭우에 불어난 금강 수위가 내려앉지 않고 있는 데다 누런 흙탕물 상태여서 어려움을 겪는 것으로 전해졌다.

영동소방서 관계자는 "실종자가 금강 본류로 휩쓸렸을 가능성에 대비해 수색지역을 옥천군 청마교와 독락정까지 45㎞ 구간으로 확대했다"며 "저수지 주변의 매몰된 농경지 등의 정밀수색도 동시에 이뤄지고 있다"고 말했다.

한편 둑이 무너진 법곡저수지는 2019년 안전점검에서 긴급 보수가 필요한 'D등급'이 나왔지만 공사가 차일피일 미뤄지다가 사고가 난 것으로 드러났다.

영동군은 2021년 한국농어촌공사에 의뢰해 이 저수지 보강공사를 시작하려 했지만,토지 소유자들과 보상시비가 불거져 공사가 지연됐다고 설명했다.

군 관계자는 "예전에 조성된 저수지는 사유지가 많고,오피스 미드법곡저수지도 4명의 토지주가 있다"며 "이들과 보상 협의가 지연되는 바람에 공사가 지연됐다"고 말했다

이 지역에는 10일 자정부터 5시간여 동안 120.5㎜의 폭우가 내렸고,오피스 미드새벽 5시께 법곡저수지 둑이 터지면서 엄청난 양의 물이 하류지역을 덮쳤다.

A씨는 저수지 아랫마을의 컨테이너 농막에서 혼자 잠을 자다가 급류에 휩쓸렸다.
