제주영어교육도시 내에 있는 한 교차로입니다.

국제학교 주변인 탓에 어린이 안전 등을 위해 지난 2022년 무인교통단속장치가 설치됐습니다.

해당 구간엔 어린이보호구역,도그 하우스 잭팟즉 스쿨존 기준도 적용돼 지난해부터 본격 단속도 시작됐습니다.

그런데 이 기준이 잘못된 것으로 확인됐습니다.

"이 곳은 어린이보호구역과 접해있는 도로지만 일반도로입니다.그런데 지난 1년여 간 이 곳의 무인단속 기준은 어린이보호구역이 적용돼 왔습니다."

교차로는 인근 국제학교와 3백미터 이상 떨어진 곳.

학교 정문에서 3백미터 이내의 통학로인 스쿨존 범위 밖에 있었던 것입니다.

문제는 그동안 부과된 과태료입니다.

지난 1년여동안 하루 평균 2건,8백건이 넘는 과태료가 부과됐습니다.

1건당 금액도 일반 기준의 1.8배나 더 부과됐습니다.

“왜 이렇게까지 많이 나왔을까라고 생각하고,도그 하우스 잭팟일단 나오니까 우리는 그냥 내야 되는 거구나 그래서 몇 번 낸 적이 있어요.”

제주자치경찰단은 최근 내부 점검 과정에서 이같은 사실을 확인하고 가중부과금을 환급처리하기로 결정했습니다.

또 미수납된 130여건에 대해선 재부과 조치할 예정입니다.

하지만 과태료 부과 과정의 문제가 확인되면서,도그 하우스 잭팟교통단속에 대한 운전자들의 불만은 더 커질 것으로 예상되고 있습니다.
