심사보고서는 EU 독점금지법 위반 조사의 공식 절차 중 하나다.심사보고서가 발부되면 MS는 반론을 제기하거나 추가 시정방안 등을 담은 답변서를 제출해야 한다.MS 답변서와 자체 조사 결과 등을 종합적으로 검토해 과징금을 비롯한 제재 부과 여부를 최종 판단한다.EU 독점금지법을 위반한 혐의가 인정될 경우 전 세계 연간 매출의 최대 10%에 해당하는 벌금을 내야 할 수도 있다.

MS는 이날 성명을 통해 “팀즈를 (서비스형 소프트웨어 앱과) 분리하고 상호 운용성 조치를 취했다”며 “EU 집행위의 추가적인 우려 사항을 해결하기 위한 방법을 찾기 위해 노력할 것”이라고 전했다.
