경기도가 성남,고양 등 5개 시 '1기 신도시 선도 예정지구' 17.28㎢를 연말까지 6개월간 토지거래허가구역으로 지정한다고 5일 발표했다.

도는 지난 달 국토교통부,성남시,고양시,안양시,도박 재산군포시,부천시와 선도지구 추진현황 점검회의를 열고 투기 유입을 차단하기 위해 이들 지역을 토지거래허가구역으로 지정했다고 설명했다.

토지거래허가구역으로 지정된 곳은 △고양시 일산동구 일원 4.48㎢ △성남시 분당구 일원 6.45㎢ △안양시 동안구 일원 2.11㎢ △군포시 산본동 일원 2.03㎢ △부천시 원미구 일원 2.21㎢이다.

해당 지역의 토지(주거용 제외)를 거래하려면 관할 시장의 허가를 받은 후 매매 계약을 체결해야 한다.

허가받지 않고 계약하거나 부정한 방법으로 허가를 받을 때는 2년 이하의 징역 또는 2000만원 이하의 벌금이 부과된다.허가받으면 일정 기간 허가받은 목적대로 이용해야 하며,위반 시 취득가액의 10% 범위의 이행강제금이 매년 부과될 수 있다.

한편,도는 지난 5월 국토부,성남시,고양시,안양시,군포시,도박 재산부천시와 협의해 1기 신도시 아파트 단지 중 가장 먼저 재건축을 추진할‘선도지구’물량으로 2만 6천호를 선정했으며 6월에는 선도지구 공모 지침을 발표했다.
총 2만 6000호는 1시 신도시 전체 26만 호의 약 10%에 해당하는 물량이다.5개 시별 물량은 분당 8000호,일산 6000호,평촌·중동·산본 각 4000호다.구체적으로 어떤 단지부터 추진할 것인지는 지자체별 공모를 통해 11월 최종 결정된다.

이계삼 도시주택실장은 “1기 신도시 선도지구의 원활하고 성공적인 추진을 위해 상가 쪼개기 등 부동산투기를 차단하는데 적극 대처하겠다”며 “선도지구로 시작되는 노후계획도시 정비사업이 주민들의 삶을 담은 인생 재건축을 위한 공간 창출,도박 재산RE100 도입 등 도시의 새로운 패러다임을 구축하는 계기가 마련되기 바란다”고 말했다.
