현행 조례와 차이점은 혼인 및 이혼 신고 시 호구부(가족관계증명서) 제출 의무를 없앴다는 것이다.또 이혼 시 30일간의 숙려기간을 두도록 했다.

혼인등기기관이 이혼 등기 신청을 받은 지 30일 이내에 당사자 중 어느 한쪽이라도 이혼을 원치 않을 경우 신청을 철회하고 이혼 등록 절차를 종료할 수 있다.

장취안바오 시안교통대 인구·개발연구소 교수는 이번 법 개정과 관련해 관영 글로벌타임스에 "결혼과 가족의 중요성을 알리고,배경 화면:bbzp67pquxe= 야구충동적 이혼을 줄이기 위한 취지"라고 설명했다.

법 개정은 중국 인구가 2년 연속 감소한 상황에서 정부가 청년들에게 결혼과 출산을 독려하는 가운데 추진됐다.

지난해 중국 인구는 208만명 감소했다.올해 상반기 중국 혼인신고 건수는 343만건으로 2013년 이후 최저치를 기록했다.2014년 상반기(694만건)와 비교하면 10년 새 반토막 난 셈이다.

하지만 해당 소식이 알려진 후 중국 네티즌들은 비판과 조롱을 쏟아낸 것으로 전해졌다.주요 외신은 한 네티즌이 웨이보에 "결혼하기는 쉬워도 이혼하기는 어렵다.참 어리석은 법이다"라는 글을 올려 수만 개의 '좋아요'를 받기도 했다고 밝혔다.

중국에서는 몇 년간 이어진 경제 둔화 영향으로 직업 안정성 및 미래에 대한 우려 때문에 독신을 선택하거나 결혼을 미루는 청년들이 늘고 있다.
