문화체육관광부는 유럽연합(EU) 집행위원회와 4일 서울에서‘제1회 한-유럽연합 저작권 라운드테이블’을 개최했다고 밝혔다.

‘한·유럽연합 저작권 라운드테이블’은 저작물 이용 환경의 국경이 사라지는 가운데 한국과 유럽연합이 협력을 강화해 국제 저작권 규범을 선도하고자 마련한 회의다.한국과 유럽연합 회원국의 정책 담당자,발렌시아 대 레알 소시에다드산업계 전문가들은 정기적으로 만나 저작권 정책 현안을 논의하고 공동 해법을 도출할 예정이다.

첫 만남에서는 한국과 유럽연합의 공통 관심사 중 음악 저작권 집중관리 제도를 주제로 다뤘다.양측의 법제와 실제 운용 사례를 살펴보고,발렌시아 대 레알 소시에다드상호 협력할 수 있는 분야를 발굴하는 논의를 진행했다.

먼저,발렌시아 대 레알 소시에다드문체부 저작권산업과 최준혁 사무관과 유럽연합 집행위원회 통상총국 아넬리 앤더슨 극동IP 정책관이 한국과 유럽연합의 음악 저작권 집중관리 제도를 설명했다.

이어 양측 음악 저작권단체를 대표해 한국음악저작권협회(KOMCA),발렌시아 대 레알 소시에다드함께하는음악저작인협회(KOSCAP),발렌시아 대 레알 소시에다드독일음악저작권협회(GEMA),발렌시아 대 레알 소시에다드프랑스음악저작권협회(SACEM) 관계자가 단체 운영 경과와 제언을 발표했다.

종합토론에서는 세종대 법학부 최승재 교수가 좌장을 맡아 한국과 유럽연합의 음악 저작권 집중관리 분야 과제와 제도 개선 방안에 대한 의견을 나눴다.

이날 오후에는‘공연사용료 징수·분배에 관한 한-유럽연합 워크숍’을 열어 양측 공연사용료 제도를 원활하게 운영하고 개선할 수 있는 협력 방안을 논의했다.
