비 피해 대책 가운데 하나가 지하 터널에 빗물을 저장했다 하천으로 흘려보내는 대심도 빗물터널이었습니다.서울시는 2년 전 상습 침수지역 3곳에 대심도 빗물터널을 만들겠다고 발표했습니다.그런데 아직 첫 삽도 뜨지 못했습니다.

계속해서 전정원 기자가 취재했습니다.

수문이 열리자,지하에 저장돼 있던 빗물이 폭포처럼 쏟아져 나옵니다.

2022년 여름,dns tool시간당 70㎜ 폭우를 받아낸 서울 양천구 신월동 빗물 터널입니다.

상습 침수 지역이던 신월동 일대는 2020년 빗물터널이 완공된 이후 피해를 입지 않았습니다.

2년 전 서울시는 강남역과 광화문,dns tool도림천 등 침수 취약지역 3곳에도 지하 40~50m 아래에 빗물을 저장했다 흘려보내는 대심도 빗물터널을 만들겠다며 2023년 하반기 공사를 시작해 2027년 완공하겠다고 발표했습니다.

"대규모 수해방지시설을 만들어서 저지대 일대 침수 피해를 최소화해 나가겠습니다."

서울 동작구 보라매공원입니다.폭우 때 도림천 물이 넘칠 것에 대비해 빗물 터널이 만들어질 계획이었지만 아직 공사는 시작도 못했습니다.

서울시가 대심도 빗물 터널 3곳의 공사비로 1조 4100억 원을 책정했지만,dns tool기획재정부 심사에서 2000억 원 이상 삭감되면서 사업에 참여할 건설사를 찾지 못했기 때문입니다.

서울시 관계자
"건설 물가 상승률을 100% 그대로 반영하기는 어려운 게 제도적인 문제가 있습니다."

결국 사업비를 1조 3600억 원대로 늘려 건설사와 수의계약을 진행하고 있지만,dns tool주민들은 불안하기만 합니다.
