[앵커]

지난 1950년 대 거리의 아이들을 보호하기 위한 목적으로 서울 시립 아동보호소가 세워졌지만 이 곳에서 폭행과 학대 피해를 당했다는 호소와 증언이 잇따라 나왔습니다.

진실화해위원회가 조사에 나섰지만,진상규명에 어려움을 겪고 있다고 합니다.

최인영 기자가 취재했습니다.

트럭에서 내리는 앳된 아이들.

부랑아 보호를 명분으로 1950년대에 세워진 서울시립아동보호소의 모습입니다.

50여 년 전,월드컵 결승 시청자수7살이던 박경보 씨도 이곳에 수용됐습니다.

부모님이 집을 나가 형과 둘만 남았는데 배고픔에 지쳐 정신을 잃었고 다시 눈을 떠보니 보호소였습니다.

[박경보/서울시립아동보호소 수용자 : "밥그릇 그 위에다 이제 어린애를 서게 만들죠.겨우 잡고 올라가면 이제 밥그릇을 갖다 각목으로 쳐버리는 거죠."]

돈을 벌려고 집을 나선 한 15살 소년도 보호소로 끌려갔습니다.

[강○○/서울시립아동보호소 수용자 : "군용차 비슷한 것이 와 가지고는 '이 ○○ 타라'고….재래식 화장실이었거든요.그것도 청소도 하고 그러는데 심지어 '혀로 핥아.이 ○○야…'"]

피해자들의 증언이 잇따르자 진실화해위원회는 지난해 8월 조사를 시작했습니다.

서울시립아동보호소를 거친 어린이들은 한 해 약 5천여 명으로 추정되지만 조사가 진행 중인 건 진상 규명 신청이 접수된 19건에 불과합니다.

2기 진실화해위원회의 남은 활동기간은 1년 남짓,수용 규모를 감안하면 국가 등의 직권 조사가 필요하단 지적이 나옵니다.

[김진희/전 진실화해위원회 조사관 : "직권조사를 할 수 있는 특별법이 필요한 건 수용시설 피해자들이 대부분 고령이거나 또는 당시에 입었던 피해들에 대해서 내가 운이 없어서 또는 내가 잘못해서라고…."]

시설 운영 주체였던 서울시는 진실화해위원회의 조사 결과가 나오면 입장을 내겠다고 밝혔습니다.
