(서울=연합뉴스) 고일환 기자 = 유럽연합(EU)이 페이스북의 모회사 메타에 대해 '빅테크 갑질' 방지를 위한 디지털시장법(DMA) 위반 혐의로 제재에 착수할 방침인 것으로 알려졌다.

파이낸셜타임스(FT)는 1일(현지시간) EU 집행위원회가 메타에 대한 예비조사에서 페이스북과 인스타그램의 '유료 또는 동의'(pay or consent) 모델이 DMA에 어긋난다는 결론을 내렸다고 보도했다.

'유료 또는 동의' 모델은 사용자가 서비스 이용료를 내지 않으려면 광고 목적 데이터 수집에 동의해야 한다는 메타의 자체 규정이다.

EU는 이 같은 규정이 사용자에게 일방적으로 불리한 내용을 담고 있다고 판단한 것으로 전해졌다.

한 소식통은 "EU는 사용자들이 광고 목적의 데이터 수집에 동의한 대가가 충분하지 않다고 보고 있다"고 말했다.

EU는 메타에 대한 통보와 해명·반론 청취 과정 등을 거쳐 제재 수위를 최종 결정한다.

DMA를 위반하면 전 세계 매출의 최대 10%에 해당하는 과징금이 부과될 수 있고 반복적 위반이라고 판단되면 과징금이 최대 20%까지 상향될 수 있다.

메타는 성명을 통해 "'유료 또는 동의' 모델은 EU 최고재판소 판례와 DMA 조항에 부합한다"며 "EU 집행위원회와 건설적 대화를 나누길 기대한다"고 밝혔다.

EU가 빅테크 기업을 DMA 위반 혐의로 제재하는 것은 메타가 두번째다.

앞서 EU는 애플의 앱스토어의 운영 방식이 DMA 위반에 해당한다고 잠정 결론을 내리고,이를 통보했다.

DMA는 거대 플랫폼 사업자의 시장 지배력 남용을 방지하고자 일정한 규모의 플랫폼 사업자를 '게이트 키퍼'로 지정,2024 프로야구 공인구특별 규제하는 법이다.
