공정거래위원회는 대우건설이 발주한 77건의 방음방진재 등 구매입찰에서 사전에 낙찰예정자,안산 고잔동 로또들러리사 및 투찰가격 등을 담합한 20개 업체의 행위에 대해 시정명령과 함께 과징금 총 12억 1400만 원을 부과하기로 결정했다고 30일 밝혔다.

업체별로는 태우에이티에스 2억4300만원,하이텍이엔지 1억9000만원,운테크 1억4200만원,올투 9900만원,안산 고잔동 로또상신기술교육 8600만원,정우플로우콘 7700만원 등이다.

방음방진재,조인트 및 소방내진재 등은 아파트 등 건축물에서 소음·진동 완화,배관 연결,내진설비 등에 사용되는 건설자재로 그 구매 비용은 건축물의 분양대금에도 영향을 미친다.

공정위 조사결과 이들 업체들은 지난 2016년 2월부터 2022년 4월까지 대우건설 발주 77건의 입찰에 참여하면서 개별 입찰별로 사전에 낙찰예정자를 결정하거나 다수 입찰에 대해 낙찰 순번을 합의했다.저가투찰 등에 따른 수익성 악화를 방지할 목적이었다.

이후 입찰이 공고되면 낙찰예정자가 입찰에 참여하는 다른 사업자에게 전화,휴대폰 메시지(카톡) 또는 메일 등을 통해 자신 또는 들러리사가 투찰할 가격을 전달하는 방식으로 합의를 실행했다.

이들이 담합한 관련 매출액은 276억원 규모에 달했다.

공정위는 "민간건설사의 방음방진재 등 구매와 관련해 장기간에 걸쳐 이뤄진 입찰담합에 직‧간접적으로 참여한 제조업체와 대리점을 모두 적발·제재함으로 해당 입찰 시장 내에서의 고질적 담합 관행이 개선되는 계기가 될 것으로 기대한다"고 강조했다.
