전북 남원시가 음주 측정을 거부해 체포된 공무원을 과장급으로 승진시켜 논란이 일고 있다.

16일 남원시에 따르면 지난 12일 발표한 정기인사에서 음주 측정을 거부해 경찰 조사를 받는 A씨를 5급(사무관)으로 승진시켰다.

A씨는 승진과 동시에 본청 과장급 자리에 임명됐다.

하지만 음주 측정 거부는 정직 이상의 중징계 사안이라는 점에서 A씨의 승진이 논란이 되고 있다.

A씨는 지난 달 31일 오전 1시쯤 광주∼대구고속도로 하행선에서 경찰의 음주 측정 요구를 3차례 거부해 현행범으로 체포된 뒤 조사를 받고 있다.당시 A씨는 갓길에 차량을 정차한 채 잠을 자고 있다가 신고받고 출동한 경찰로부터 음주 측정 요구를 받았다.

A씨의 승진에 남원시 공무원노동조합은 성명을 내고 '역대급 인사 참사'라고 지적했다.

노조는 "경찰의 수사 개시 통보를 받고도 직위해제 처분을 하지 않은 데 더해 중징계받아야 할 공무원을 승진시키기까지 했다"면서 "그 이유가 무엇이냐"고 따져 물었다.

이어 "남원시는 이번 인사에서 두 달 만에 7급으로 승진시켰던 시장 비서를 다시 1년 만에 6급으로 초고속 승진시켰다"며 "인사 참사 앞에서 공직사회는 할 말을 잃었다"고 목소리를 높였다.

남원시는 이에 대해 A씨 본인이 술을 마시지 않았다고 주장하고 있어 무죄추정 원칙에 따라 인사를 했다고 해명했다.

남원시 관계자는 "현재 수사 중인 사안이어서 결론이 나지 않았는데 미리 불이익을 줄 수는 없다고 판단했다"면서 "수사 결과가 나오면 그때 가서 합당한 징계 등을 할 방침"이라고 말했다.
