철도지하화 통합개발 사업 계획 수립 중인 광역 지방자치단체 지원

정부는 이번 주부터 철도지하화 통합개발 사업 계획을 수립 중인 광역 지방자치단체를 지원하기 위한‘지역 맞춤형 밀착 컨설팅’에 나선다고 10일 밝혔다.

국토교통부는 지난달 8일‘사업제안 가이드라인’을 마련해 설명회를 개최한 바 있다.지자체 의견수렴을 거쳐 지난 3일‘사업제안 가이드라인’을 최종 배포했다.

국토부는 지자체가 최적의 사업 계획을 수립할 수 있도록 지원하기 위해,지하화 기술·도시개발·금융 분야의 전문가,공공기관(국가철도공단·한국철도공사·한국토지주택공사) 및 연구기관(국토연구원·한국교통연구원 등)으로 컨설팅단을 구성했다.

국토부는 컨설팅단과 함께 이번 주 인천시,경기도를 시작으로,슬롯 머신 wiki6월 3주에는 부산시,대전시,대구시,7월 1주부터 서울시와 그 외 지자체를 대상으로 순차적으로 컨설팅을 진행한다.

컨설팅은 총 3단계로 진행된다.먼저 사업 구상 단계(1단계)에서는 지자체별로 시행한 기존 연구용역 결과나 내부 검토(안) 등을 컨설팅단과 함께 전반적으로 검토하고 지자체의 사업 준비 정도를 점검한다.

지자체에서 필요로 하는 분야별 전문가를 매칭하고 지자체 준비 상황을 고려해 향후 컨설팅 세부 일정도 수립한다.이어 계획 수립 단계(2단계)에서는 지자체가 작성한 철도지하화 통합개발 계획에 대하여 상세 컨설팅을 진행한다.

최적의 지하화 대상 노선을 선정해 수요에 맞는 철도 상부 및 인근 부지에 대한 도시개발 계획을 수립하도록 하고,슬롯 머신 wiki사업비용과 수익을 현실적으로 추산함으로써 실질적인 대안이 마련될 수 있도록 지원한다.
