숨진 외국인 노동자 대부분은 하청업체인 '메이셀'에 소속돼 있습니다.

화재 직후,아리셀 측은 이 하청업체에 정상적으로 도급 업무를 맡겨왔다고 설명했습니다.

"(메이셀과) 도급 계약을 맺고 있어서‥ <(파견이)가능한 것으로 알고 있습니다.>"

하지만 하청업체인 메이셀 측의 설명은 전혀 다릅니다.

메이셀 측 관계자는 MBC와 통화에서 서류상으론 '배터리 제조업체'이지만,사실상 외국인 인력을 파견하는 업체라고 시인했습니다.

"통원버스 사진하고‥ (외국인 노동자에게) 문자로 보내줘요.그 1층 식당에서 기다리면 그 회사(아리셀) 관리자가 데리러 올 거다."

또 메이셀의 주소지는 불이 난 아리셀 공장 3동,누누 티비 카지노 7 화2층으로 돼 있는데,이는 관행이었을 뿐 실제 사무실은 존재하지도 않는다고 밝혔습니다.

"(업무를) 다 전화로 하기 때문에 재택근무도 많이 하고,그러니까 사무실 필요가 없어요.다른 데 뭐 사무실 얻으면 임대료도 나가고 하니까‥"

결국 불법으로 노동자를 파견하면서 합법적인 도급 계약인 것처럼 위장했을 뿐이라고 인정했습니다.

아리셀이 편리한 대로 외국인 인력을 그때그때 가져다 썼다는 겁니다.

"근로기준법상 5인 이상 사업장 같은 경우에는 해고가 자유롭지 않기 때문에 그런 부분을 피하고자‥"
