닛케이 "노동자 간주 위한 지침 공표 계획…처우 개선 도모"

(도쿄=연합뉴스) 경수현 특파원 = 일본 정부가 개인 사업자로 분류돼온 우버 배달원 등 '긱 이코노미'(Gig economy·긱 경제) 노동자에게 최저임금과 유급휴가등을 인정해줄 방침이라고 니혼게이자이신문이 14일 보도했다.

디지털 기술 확산에 따라 고용 계약이 아닌 서비스 제공 계약 형태로 일하는 긱 이코노미가 커지고 있는 데 따른 것이다.

현재 일본에서 긱 노동자는 개인 사업자로 간주돼 최저임금이나 유급휴가 등을 인정받지 못하고 있다.

후생노동성은 2024년도 중에 이들을 '노동자'로 간주하기 위한 지침을 공표해 이들에 대한 처우 개선을 도모할 방침이다.

이를 위해 후생노동성은 인공지능(AI)이나 알고리즘에 의한 배달 경로 등 업무 지시도 기업에 의한 노동자 지휘 감독 행위로 간주하는 방안을 검토 중이다.

일본 공익재단법인 NIRA종합연구개발기구와 오쿠보 도시히로 게이오대 교수가 공동 조사한 결과로는 부업으로 긱 노동 경험이 있는 일본 인구가 약 275만명에 달하는 것으로 추정된 바 있다.

앞서 유럽연합(EU)은 지난 3월 차량호출앱·배달앱 등 온라인 플랫폼 종사자 권리 개선을 위해 '플랫폼 근로 지침(Platform Work Directive)'을 마련한 바 있다.긱 노동자의 근로 여건을 개선하기 위해 EU가 마련한 첫 법적 가이드라인이다.
