[이데일리 송주오 기자] 5대 금융지주(신한·KB·하나·우리·농협)와 5대 은행(신한·KB·하나·우리·농협)이 2025년도 금융체계상 중요한 은행·은행지주회사(D-SIB) 및 금융체계상 중요한 금융기관(D-SIFI)로 선정됐다.

D-SIB는 대형 금융회사의 부실이 금융시스템 및 경제에 미치는 충격을 최소화하기 위해 대형 금융회사에 대한 감독을 강화하도록 금융안정위원회(FSB) 및 바젤위원회(BCBS)가 권고한 제도다.D-SIB에 선정되면 추가자본 적립의무를 부과하며 지난 2016년 도입했다.

2021년부터는 금융체계상 중요한 은행·은행지주회사로 선정된 경우‘금융산업의 구조개선에 관한 법률(금산법)’에서 정하는 금융체계상 중요한 금융기관(D-SIFI)으로도 선정해 자체정상화·부실정리계획 제도를 적용하고 있다.

금융위는 국내 은행,3 포커외은지점 및 은행지주회사를 대상으로 규모,3 포커상호연계성,3 포커대체가능성 등 5개 부문·12개 평가지표를 측정해 금융시스템에 미치는 영향력(금융체계상 중요도)를 평가한 결과 신한금융지주,KB금융지주,하나금융지주,우리금융지주,농협금융지주 및 KB국민은행,우리은행,신한은행,하나은행,농협은행,한국산업은행,중소기업은행의 평가점수가 D-SIB 선정의 최저 기준인 600bp를 상회하는 것으로 나타났다.

이에 지난해와 동일하게 5대 금융지주와 5대 은행을 금융체계상 중요한 지주회사,3 포커은행으로 선정했다.

한국산업은행 및 중소기업은행의 경우 정부가 지분을 보유하는 공공기관으로서 법상 정부의 손실보전 조항이 있는 점 등을 고려해 선정 대상에서 제외하기로 결정했다.

금융위는 선정 결과를 통보하고,자체정상화계획을 제출받을 예정이다.D-SIFI는 선정 통보를 받은 날로부터 3개월 이내에 금융감독원에 자체정상화계획을 제출해야 한다.
