(서울=연합뉴스) 홍국기 기자 = 동해시가 쌍용C&E의 폐기물 재활용 자원순환시설 건축을 부당하게 허가했다는 감사원 감사 결과가 나왔다.

13일 감사원에 따르면 동해시는 2019년 8월 당시 쌍용양회(현 쌍용C&E) 등이 건축 허가를 신청한 자원순환시설에 대해 불허 처분했다.

동해시 도시계획 조례상 소하천으로부터 직선거리 200ｍ 이내에는 자원순환시설이 들어설 수 없기 때문이다.해당 시설의 입지는 하천으로부터 불과 130ｍ 떨어져 있다.

그러나 동해시는 같은 해 11월 옛 쌍용양회로부터 다시 건축허가 신청을 받자 개발 행위 허가를 받지 않아도 되는 것으로 국토교통부 질의·회신 내용을 왜곡하고,로또번호 몇개동해시 도시계획 조례를 적용하지 않은 것으로 조사됐다.

옛 쌍용양회가 허가를 신청한 건축물은 시멘트 제조와 관련한 폐기물 재활용 시설로,로또번호 몇개2020년 3월 말 자원순환시설 건축물 승인을 받아 현재 사용 중이다.

이에 감사원은 위법하고 부당한 건축 허가를 주도한 동해시 전 과장의 비위 내용을 시에 통보했다.2022년 10월 퇴직한 그는 이번 감사 과정에서 관련 규정에 따라 건축 허가를 처리하지 못한 점을 반성한다고 말했다.

감사원은 나머지 관련자 2명에게는 주의 처분하라고 동해시에 요구했다.
