(서울=연합뉴스) 박상돈 기자 = 현재 우리나라에서 단순 인력 위주로 운영되고 있는 외국인 고용허가제가 제대로 효과를 내는지 점검하고 중소기업이 외국인력을 확보할 수 있도록 이민과 공적개발원조(ODA)를 연계한 방안이 필요하다는 조언이 나왔다.

오학수 일본 노동정책연구연수기구 박사는 중소기업중앙회가 13일 여의도 본원에서 개최한 '인구감소 대응 한·일戰(전),로또 중복당첨 세금중소기업 외국인력 확보 전략은?: 일본 사례와 시사점' 주제의 토론회에서 일본의 노동시장과 외국인력 확보정책 현황을 소개하며 이같이 주장했다.

오 박사는 "우리나라는 일본보다 1인당 연봉 수준이 높고 외국인 근로자는 그보다 더 높을 것으로 생각되는데 연봉 수준에 상응하는 우수한 외국인 근로자를 고용하고 있는지 살펴봐야 한다"고 강조했다.

또 "높은 연봉에 맞게 능력 개발과 생산성 향상을 꾀하고 있는지 살펴봐야 한다"며 "단순 인력을 도입해 운영하는 현행 고용허가제가 환경 변화에 어느 정도 효과를 발휘하고 있는지 점검이 필요하다"고 말했다.

조영희 이민정책연구원 박사는 한일 양국의 외국인력 정책을 비교하고 기존 외국인력 정책 문제와 개선 방향을 사례로 들어 "외국인력 확보 전쟁을 넘어 이민정책 관점의 재설계가 필요하다"고 말했다.

그러면서 중소기업의 외국인력 확보를 위한 방향과 전략으로서 이민과 공적개발원조(ODA)를 연계하는 방안을 제시했다.

그는 "육성형 이민정책 관점에서 유입-체류관리-기업활용-사회통합-귀환·정주 등 전체 사이클을 고려한 정책을 설계해야 한다"고 덧붙였다.
