[서울=뉴시스] 홍세희 기자 = 해양수산부는 총허용 어획량(TAC) 시행계획을 확정하고,다음 달 1일부터 시행한다고 30일 밝혔다.

TAC는 어종별로 자원 평가를 거쳐 정한 어획량 내에서만 어획을 허용하는 제도다.이번 시행계획의 핵심은 10톤(t) 이상의 근해어업 중심으로 적용하고 있는 TAC를 10t 미만의 연안어업에까지 확대하는 것이다.

근해어업에 비해 영세한 연안어업도 TAC를 이행할 수 있도록 적용단계를 나눠 순차적으로 적용하고,많은 연안 어업인이 이용하는 수산자원인 꽃게와 붉은대게의 TAC의 적용 해역과 어종을 각각 확대하는 내용 등이 담겼다.

해양수산부는 TAC를 즉시 이행할 수 없는 연안 어업인들의 어려움을 고려해 적용단계를 준비,펜타스톰 룰렛연습,정착 등으로 나누고,제도의 이행 수준과 어업인의 수용성 등을 감안해 순차적으로 적용한다.

아울러,서해 전체에서 많은 연안 어업인이 조업하는 꽃게의 TAC 적용을 현재 인천의 특정해역과 연평도 해역에서 서해 전체의 해역으로 확대하고,최근 연안어업의 어획 비중이 큰 폭으로 증가한 동해 붉은대게의 TAC 적용을 현재 근해통발에서 연안 통발·연안자망까지 확대한다.

강도형 해양수산부 장관은 "어업인 스스로 자원을 관리하며 효율적으로 조업할 수 있는 환경을 조성하기 위해,TAC 제도가 현장에 빠른 시일 내에 자리 잡을 수 있도록 하고 불필요한 규제는 과감히 완화하겠다"고 말했다．
