규제 특례를 통해 지역 혁신사업을 육성하는 규제자유특구는 2019년 도입 후 총 39개를 지정했다.지난 5월에는 국정과제 추진의 일환으로 네거티브 실증특례와 지역의 글로벌 진출을 촉진하고자 부산,강원,카지노 미자충북,카지노 미자전남을 글로벌 혁신특구로 지정·고시했다.

이번 신규 선정은 특구의 경쟁력 확보를 위해 역량 있는 기초자치단체도 참여할 수 있도록 신청 자격을 확대했다.대학,카지노 미자연구기관,기업 등 혁신 주체의 공정한 사업참여 기회를 제공하고자 지자체에서 특구사업자를 공개 모집하는 등 공정성에도 중점을 뒀다.

글로벌 혁신특구는 3개의 후보지역을 선정한다.규제자유특구는 6개 내외의 후보특구를 뽑을 예정이다.지자체 간 협력과 인프라 연계 등을 통한 산업간 융합과 시너지 창출을 목적으로 초광역 규제자유특구 지정도 추진한다.

글로벌 혁신특구 후보지역과 규제자유특구 후보특구는 관련 법령에 따라 분과위원회와 심의위원회의 검토 및 특구위원회의 심의·의결을 거쳐 내년 상반기 중 중기부 장관이 최종 지정한다.

김홍주 중기부 특구혁신기획단장은 "지역·정부 산업 정책과의 연계성,카지노 미자혁신 클러스터로의 발전 가능성,카지노 미자지자체와 특구사업자의 역량을 종합적으로 평가하겠다"고 밝혔다.
