폐차장에서 말소 번호판을 훔친 뒤 대포차에 부착해 판매한 외국인 일당이 경찰에 붙잡혔습니다.

이들은 해당 번호판이 말소돼 경찰 단속에 걸리지 않는 점을 홍보하며 차량을 팔았습니다.

[리포트]

새벽 시간,발렌시아 대 라요두 남성이 폐차장에 있는 차량을 기웃거립니다.

이들은 중앙아시아 출신 불법체류자 남성들로,폐차장에 있던 말소 차량 번호판을 훔쳐 달아났습니다.

이렇게 2년 전부터 올해 3월까지 경기,충청권 일대 폐차장에서 말소 차량 번호판을 훔쳐 중고 외제차 23대에 달아 판매했습니다.

수사기관 등의 단속에 걸리지 않는 차량이라는 광고 글을 SNS에 올리고,발렌시아 대 라요중앙·동남아시아 출신 불법체류자 12명에게 많게는 한 대당 9백만 원을 받고 차량을 팔았습니다.

말소 차량 번호판은 교통 단속 등에 걸려도 차적이 검색되지 않는 점을 악용했습니다.

서울경찰청 광역수사단 형사기동대는 이 같은 혐의로 외국인 2명을 구속했습니다.

수사 결과,발렌시아 대 라요이들은 과거 울산에서 승용차를 추돌하는 등 사고를 내고 달아났지만 말소 차량 번호판을 단 차량을 몰고 있어 경찰의 수사망을 피했던 것으로 조사됐습니다.

말소 차량 번호판을 달 대포차를 제공한 혐의를 받는 외국인 남성은 현재 해외도주해,경찰이 체포영장을 발부해 추적 중입니다.

경찰은 광고를 보고 차량을 산 불법체류자 외국인들과,폐차 의뢰를 받고도 신속히 폐기하지 않은 폐차장 업주 4명도 불구속 입건했습니다.

경찰은 현재 자동차관리법에서 폐기처분기한을 명시하지 않아,말소된 차량의 폐기처분이 제때 이뤄지지 않는 점을 확인하고 국토교통부에 개선이 필요하다는 의견을 전달했습니다.
