14명의 목숨을 앗아간 오송 지하차도 참사와 관련해 검찰이 지방자치단체 공무원 10명을 추가로 재판에 넘겼습니다.

청주지검은 오늘(19일) 충북도청 공무원 7명,청주시청 공무원 3명 등 총 10명을 업무상 과실치사상 혐의로 불구속기소 했다고 밝혔습니다.

지하차도 관리 책임이 있는 도청 공무원들은 사고 당일 미호천교 지점 수위가 지하차도 통제 기준에 도달했음에도 차량 통제를 하지 않는 등 비상 대응을 부실하게 한 혐의를 받고 있습니다.

검찰은 이들이 지하차도를 비추는 CCTV 모니터링을 제대로 하지 않거나 홍수 경보 메시지를 수신하고도 보고 및 전파 등 위험 상황을 알리지 않는 등 매뉴얼 상 의무를 다하지 않은 걸로 보고 있습니다.

청주시청 공무원들은 미호천교 도로 확장 공사 현장의 제방 안전 점검을 부실하게 수행해 시공사의 기존 제방 무단 절개와 부실한 임시 제방 축조를 방치한 혐의를 받습니다.

또 사고 당일 임시 제방이 무너져 미호천이 범람한다는 재난 신고를 접수했는데도 피해 상황 확인,전파 등을 제대로 하지 않은 혐의도 있습니다.

이번 기소에서 김영환 충북지사 등 단체장은 포함되지 않았는데,스타필드 웨스트필드이들에 대한 수사는 아직 진행 중이라고 검찰은 밝혔습니다.

앞서 유족과 시민 단체는 참사 관련 기관의 부실 대응을 문제 삼으면서 김 지사를 비롯해 이범석 청주시장,스타필드 웨스트필드이상래 전 행정중심복합도시건설청장 등을 중대시민재해 혐의로 처벌해 달라고 검찰에 고소장을 제출했습니다.

검찰은 이들을 소환해 재난 방지를 위해 적절한 조치를 했는지 장시간 조사한 바 있습니다.

오송 지하차도 참사는 지난해 7월 15일 아침 8시 40분쯤 청주시 흥덕구 오송읍 궁평2지하차도 인근 미호강 제방이 터지면서 유입된 강물로 당시 지하차도를 지나던 시내버스 등 차량 17대가 침수되고 14명이 숨진 사고입니다.

앞서 검찰은 참사 책임과 관련해 임시 제방 공사 현장소장,행복청·금강유역환경청 공무원,경찰·소방관 등 사고 책임자 30여 명을 재판에 넘겼습니다.
