'얼차려' 훈련병 사망사고에 따른 후속 대책으로 앞으로 훈련병에 대한 체력단련 방식의 군기훈련이 금지된다.

국방부는 27일 신병교육대 사고 관련 재발방지 대책회의를 통해 해당 방침을 밝혔다.이는 지난달 육군 훈련병이 완전군장 구보 등 규정에 맞지 않는 군기훈련을 받다 사망한 사건에 대한 재발 방지책의 일환이다.

국방부는 훈련병은 아직 체력이 충분히 단련되지 않았다는 판단에 따라 훈련병 군기훈련에서 뜀걸음이나 완전군장 상태에서 걷기 등 체력단련 종목을 제외하기로 했다.

기간병도 개인의 신체상태와 체력수준을 고려해 체력단련과 정신수양을 하도록 했다.훈련 집행 시 오해의 소지가 없도록 종목별 횟수나 진행 간 휴식시간 부여 등도 명확히 하겠다는 설명이다.

또 군기훈련 간 대상자의 건강상태를 수시로 확인하고 기상상황을 고려해 실내나 실외 등을 결정한다.

이밖에도 육군은 군기훈련 승인권자를 현행 중대장급에서 대대장급 이상 지휘관으로 높이기로 했다.해·공군은 인력구조 문제로 현행 지침을 유지한다.

김선호 국방부 차관은 "이번 회의를 통해 결정된 사항들은 현장에서 즉각 적용되도록 조치할 것"이라며 "신병교육대 사고 재발방지를 위한 대책을 지속적으로 발전시켜 신뢰받는 군이 되기 위해 노력할 계획"이라고 밝혔다.
