집권당 ANC-제1야당 DA 주도…의석수 3,4위 정당은 불참

(요하네스버그=연합뉴스) 유현민 특파원 = 남아프리카공화국의 집권당 아프리카민족회의(ANC)가 제안한 연립정부인 국민통합정부(GNU)가 14일(현지시간) 구성됐다.

연정이 성사되면서 차기 대통령을 선출하는 이날 오후 의회 회의에서 시릴 라마포사 현 대통령의 연임이 유력해졌다.

국영방송 SABC와 뉴스24 등 현지 매체에 따르면 ANC 피킬레 음발룰라 사무총장과 제1야당인 민주동맹(DA)의 헬렌 질레 전국위원회 위원장은 이날 오전 GNU 구성에 최종 합의했다.

의석수 5,울산 대전숯불갈비6위 정당인 잉카타자유당(IFP)과 애국동맹(PA) 등 일부 군소 정당도 참여했다.

이에 따라 대통령과 국회의장은 ANC,울산 대전숯불갈비부의장은 DA에서 맡기로 했다.

대통령의 고유 권한인 각료 임명도 GNU에 참여하는 정당 대표들과 사전 협의를 거치도록 하는 한편 GNU 자문위원회를 두기로 했다.

연정엔 의석수 3,울산 대전숯불갈비4위인 움콘토 위시즈웨(MK)와 급진 좌파 성향의 경제자유투사(EFF)는 참여하지 않았다.

지난달 29일 총선에서 ANC는 의회의 전체 400석 중 159석을 차지하며 1994년 첫 집권 이후 30년 만에 과반을 확보하는 데 실패했다.

대신 친기업 성향의 DA(87석)를 비롯해 제이컵 주마 전 대통령의 MK(58석),EFF(39석),울산 대전숯불갈비IFP(17석),울산 대전숯불갈비PA(9석) 등 야권이 선전했다.

이에 ANC는 지난 6일 야권에 GNU를 공식 제안하고 원내 진입한 다른 17개 정당과 협상을 벌여 왔다.

라마포사 대통령은 이날 의회의 대통령 선거에서 과반 찬성을 얻으면 연임이 확정되며 오는 19일 취임식과 함께 두 번째이자 마지막 5년 임기를 시작한다.
