7일 군 관계자 등에 따르면,지상작전사령부(이하 지작사)는 최근 육군 1사단장과 참모들이 북한의 오물 풍선 추가 살포가 예상됐던 날 음주 회식을 진행했다는 제보를 접수하고 감찰에 착수했다.

북한은 지난달 28일부터 이틀간 약 대남 오물 풍선을 살포했는데,지난 1일 밤에도 다량의 오물 풍선을 추가 살포했다.합참은 미리 바람 방향 등을 근거로 지난 1일 북한이 오물 풍선을 날릴 가능성이 높다고 예고한 바 있다.

'전진부대'로 불리는 1사단은 임진강 서쪽 지역부터 개성공단 출입로,월드컵 한국 골도라산역,월드컵 한국 골도라전망대,공동경비구역(JSA) 등의 경계를 맡고 있는 부대다.

1사단장은 지난 1일 저녁 주요 참모들과 함께 음주 회식을 벌인 뒤,월드컵 한국 골풍선이 살포된 심야 시간까지 작전 통제 현장에 복귀하지 않은 것으로 전해졌다.사단장은 오물 풍선이 날아 들어온 지 약 2시간이나 지난 뒤에야 취중 상태로 통제소를 방문한 것으로 알려졌다.

이와 관련해 육군 관계자는 "주말이나 일과 이후 필수 인원의 작전 참모가 소집되는 '위기조치반'이 소집돼 상황을 관리하고 있었을 것이다.엄밀히 사단장이 모든 상황에 들어올 의무는 없다"며 "감찰을 통해 사실 관계가 밝혀질 것이다"고 설명했다.

지작사는 이같은 내용을 확인하고,사단장 등에 대한 감찰에 착수했다.
