서울시의회,폐지조례안 재의 끝에 가결…충남 이어 두번째
교육감 재의요구 수용 안 돼

25일 오후 서울특별시의회에서 열린 제324회 서울시의회 정례회 본회의에서 '서울특별시 학생인권 조례 폐지조례안 재의의 건'이 가결됐다.ⓒ연합뉴스

성별·종교·성적 지향 등을 이유로 차별받지 않고 폭력과 위험에서 벗어날 수 있는 권리 등을 명시했던 서울시 학생인권조례가 결국 폐지됐다.

서울시의회는 25일 정례회 본회의를 열어 '서울시 학생인권 조례 폐지조례안 재의의 건'을 상정했다.재석의원 전체 111명 중 찬성 76명,차별 사례반대 34명,차별 사례기권 1명으로 가결이 확정됐다.

지방자치법에 따른 재의요구안 본회의 통과 요건은 재적의원 과반수 출석에 출석의원 3분의 2 이상 찬성이다.시의회는 국민의힘이 75석,더불어민주당 36석을 차지하고 있다.

폐지조례안은 "동성애와 양성애를 조장할 우려가 있다"는 이유로 서울 학생인권조례를 폐지해달라는 종교단체와 학부모단체 등으로 구성된 '서울시학생인권조례 폐지 범시민연대'의 조례 청구를 받아들여 김현기 서울시의회 의장이 지난해 3월 발의했다.

앞서 시의회는 4월 26일 임시회에서 서울시 학생인권조례 폐지조례안을 통과시킨 바 있다.당시 상정에 반발한 민주당 소속 시의원들은 표결에 참여하지 않았다.

이에 반박해 조희연 서울시교육감은 지난달 16일 학생인권조례 폐지에 대한 재의를 시의회에 요구했지만 받아들여지지 않았다.

지방자치단체에서 학생인권조례가 폐지된 것은 충남에 이어 서울이 두 번째다.
