만년 하위권에 머물렀던 우리나라의 상품시장 규제지수(PMR)가 경제협력개발기구(OECD) 평균 수준으로 올라왔다.

상품시장 규제지수는 규제 상태와 시장 구조에 대한 정보를 국가 간에 비교할 수 있는 지표로 5년마다 발표한다.

OECD는 10일(현지시간) 한국의 상품시장 규제지수가 OECD 38개국 중 20위에 해당한다고 밝혔다.

우리나라는 해당 지표가 만들어진 1998년부터 28개국 중 21위였고,2018년에도 38개국 중 33위로 하위권을 맴돌았다.이번에 기록한 순위는 역대 최고 성적이다.OECD 비회원국을 포함하면 47개국 중 22위로 평가됐다.

이번 평가에서 상위권 국가는 리투아니아(1위)와 스웨덴(2위),넷마블 바카라아일랜드(3위),영국(4위),네덜란드(5위) 등이었다.우리와 비슷한 국가는 독일(16위)과 이탈리아(17위),뉴질랜드(19위),넷마블 바카라스위스(21위) 등으로 나타났다.일본은 29위,미국은 32위를 차지했다.

부문별로 보면 규제영향평가(3위)와 행정·규제부담(14위),넷마블 바카라정부 소유에 의한 왜곡(15위) 등에서 우수한 규제 환경이라는 평가를 받았다.반면 서비스·네트워크 분야 진입장벽은 24위로 종합 순위보다 약간 낮았다.기업활동 개입(36위)과 무역·투자장벽(36위) 부문은 최하위권으로 나타났다.

OECD는 우리나라에 대해 "에너지·교통·통신분야에서 진입 및 경쟁 규제강도가 높다"며 "공공 입찰제도를 개선해 기업 규모·소재지 등과 무관한 공정한 경쟁환경을 조성해야 하고,소매 가격 규제도 감축할 여지가 존재한다"고 제언했다.

또 자격·허가 규제 분야가 OECD 평균 이상이라며,넷마블 바카라일몰제 도입과 등록제 전환으로 정부개입을 최소화할 필요가 있다고 밝혔다.
