민주 양부남 “종부세 폐지·완화하면 지방재정에 직격탄”

지난해 4조2000억 원에 달하는 종합부동산세의 약 70%는 납부자 상위 1%가 부담한 것으로 나타났다.이들의 납부 세액은 평균 5억8000만 원가량으로,제다보유한 부동산의 공시가격은 평균 835억 원이었다.

9일 국회 행정안전위원회 소속 양부남 더불어민주당 의원이 국세청에서 받은 종부세 납부 관련 자료에 따르면,제다지난해 개인과 법인을 포함해 납부자 상위 1%에 해당하는 4951명은 종부세로 총 2조8824억 원을 냈다.이는 전체 종부세 결정세액 4조1951억 원의 68.7%에 해당한다.종부세 납부 상위 1%가 전체 종부세의 70%가량을 부담했다는 의미다.상위 1%가 평균적으로 낸 세금은 납부 인원당 5억8000만 원이었다.

이들이 보유한 부동산 자산 규모는 공시가격 기준 총 413조5272억 원이었다.납부 인원당 평균 835억2000만 원가량의 부동산을 보유한 셈이다.상위 0.1%인 495명으로 좁히면 이들은 평균 36억5000만 원을 세금으로 납부했다.총납부 규모는 1조8058억 원으로,제다전체 종부세 결정세액의 43.0%를 차지했다.

상위 10%로 넓히면 4만9519명은 종부세로 평균 7493만 원을 냈다.총납부 규모는 전체 세액의 88.5%에 해당하는 3조7106억 원이었다.납부 세액 하위 20%인 9만9038명이 낸 종부세 규모는 총 75억 원이었다.전체 결정세액의 0.2%에 불과한 규모로 납부 인원당 평균 8만 원가량을 냈다.

이에 대해 양 의원은 “종부세 폐지 또는 완화는 가뜩이나 어려운 지방 재정에 직격탄이 될 것”이라며 “종부세 폐지에 앞서 지방 재정 확충 대책부터 먼저 논의돼야 한다”고 덧붙였다.
