(서울=연합뉴스) 정윤주 기자 = 국가인권위원회(인권위)는 군기교육을 받는 장병들도 충성마트(PX)를 이용하고 휴대전화를 사용할 수 있도록 생활환경을 개선할 것을 육군참모총장에게 권고했다고 11일 밝혔다.

인권위는 지난해 11월 육군 A군단과 B군단을 각각 방문해 군기교육대 처분을 받은 장병들의 생활 환경을 파악했다.

인권위에 따르면 '국방·군사 시설기준 생활관 설계지침'은 장병들의 생활실이 침대형이면서 1인당 바닥에서 천장까지 높이 2.9ｍ 이상을 확보하도록 하고 있다.

A군단 군기교육대 생활실은 슬래브 지붕 형태의 단층 가설 축조물로,프로야구 1차지명 연고지침대형이 아니라 침상형이었으며 천장 높이는 2.5ｍ에 그친 것으로 파악됐다.

또 A군단과 B군단의 군기교육대 입소 장병은 충성마트 이용,프로야구 1차지명 연고지휴대전화 사용,프로야구 1차지명 연고지흡연,프로야구 1차지명 연고지개인 체력 단련,프로야구 1차지명 연고지TV 시청 등에 제한이 있었다.

군기교육대 처분 중 인권침해가 발생할 경우 장병들은 휴대전화를 사용할 수 없는 상황에서 진정 제기 절차도 안내받지 못한 것으로 조사됐다.

인권위는 군기교육대 생활실을 국방·군사시설 기준에 맞게 개선할 것과 군기교육대 입소 장병들의 진정권 보장을 위해 무기명 진정·신고함 설치 등도 권고했다.
