[앵커]

최근 서울대 등 주요 대학의 음대 입시 비리가 경찰 수사로 밝혀지며,로또 611그 파장이 커지고 있습니다.

교육부는 이같은 사건을 근절하기 위해 입시 비리를 저지른 교수는 최대 파면하고,학생은 입학 취소시키는 대책을 내놨습니다.

[리포트]

한 음대 교수의 실기 채점표입니다.

최고점인 90점을 받은 사람은 2명,이 교수에게 과외를 받은 학생들입니다.

얼굴은 가렸지만,연습곡과 발성으로 자신의 과외 학생을 가려내 높은 점수를 줬습니다.

반복되는 입시 비리에 교육부가 처벌 강화책을 내놓았습니다.

먼저 평가 교수가 학생과 과외 교습 등으로 특수한 관계를 형성했는데도 대학 총장에게 알리지 않은 경우,5년 이하 징역이나 5천만 원 이하 벌금 등 형사처분 할 수 있도록 관련법을 개정합니다.

징계 시효도 현행 3년에서 10년으로 연장하고 최대 '파면'까지 가능해집니다.

평가자와 사전에 부정 접촉한 것이 적발된 학생은 입학이 취소될 수 있습니다.

[오석환/교육부 차관 : "관행처럼 운영되어 온 마스터클래스(전문가 초청 수업)등 교습 행위가 원칙적으로 금지된다는 사실을 교원들이 몰라서 학원법을 위반하는 일이 없도록 사교육 관련 대학 교원 겸직 가이드라인도 시행합니다."]

다만 사후 조치보다는 사전에 입시 비리를 걸러내는 게 더 중요하다는 지적입니다.

[김상곤/한국성악가협회 이사장 : "어느 학교에서 누가(어느 교수가) 심사 한다는게 노출돼 있잖아요.마음만 먹으면 충분히 불법을 저지를 수 있는 그런 시스템이잖아요.어느 교수가 어느 학교에서 심사한다는 거를 모르는 시스템으로…."]

전문가들은 또 외부 평가 위원을 확대하고 평가 과정을 녹화하는 등 공공성 확보 방안이 필요하다고 조언했습니다.
