【춘천】 속보=허허벌판으로 남아있는 하중도에 400호실 이상의 대규모 상가를 조성하는 사업(본보 지난 1월11일자 10면 보도)이 춘천시 건축 심의를 통과했다.

춘천시는 26일 제2차 건축 위원회를 열어 하중도 판매시설 조성 사업을 원안 의결했다.해당 사업은 하중도에 4층 규모,퍼스글로리 상하이상점 477호실을 갖춘 연면적 2만5,퍼스글로리 상하이846㎡의 대형 상가를 조성하는 계획이다.

이날 건축 심의 의결에 따라 시는 권고 사항 이행,퍼스글로리 상하이최종 부서 협의 등을 거쳐 건축 허가를 내릴 방침이다.이르면 연내 착공이 전망된다.

개발 업체는 시에 야시장을 컨셉으로 한 상가 운영 계획을 제시한 것으로 전해졌다.기존 상권 침해 우려가 제기될 수 있는 상황이지만 개발 업체와 명동상점가상인회가 협약을 맺으면서 반발을 최소화하고 있다.

앞서 시는 지난해 말 건축 인·허가 신청이 접수되자 올 4월 한 차례 건축 심의를 진행했다.하지만 당시 건축위원회에서 주차장 추가 확보와 건물 개방감 확보 등을 요구함에 따라 한 차례 보완이 이뤄졌다.

하중도는 2022년 5월 레고랜드가 개장한 이후에도 기타 시설의 조성이 늦어지면서 현재도 상당 부분의 토지가 나대지로 남아있다.앞서 2022년 대규모 상가 조성 움직임이 있었지만 토지 소유권 확보 문제가 불거지면서 사업 추진이 늦춰졌다.

이번 건축 심의 의결로 상가 조성이 진척을 보이면서 토지 매각 잔금 수령을 앞둔 중도개발공사의 자금 문제도 일부 호전될 것으로 보인다.중도개발공사는 하중도 개발 당시 문화재청과 중도 유적 보존시설 건립을 약속했으나 자금난을 겪으면서 이를 이행하지 못하고 있다.

다만 최근 시민사회단체가 하중도 상가 조성과 관련해 특혜 수의 계약,퍼스글로리 상하이건축 허가 편법 신청 등을 주장하고 사업주가 이를 반박하며 법적 다툼으로 번지면서 향후 진행에 변수로 작용할 수 있다.
