환경부는 자발적협약을 맺은 12개 면세점을 조사한 결과,비닐완충재(뽁뽁이) 사용량이 2019년 7779만개에서 지난해 705만개로 감소했다고 2일 밝혔다.고객 1인당 사용량은 2019년 2.04매에서 올해 1~5월 0.26매로 87% 줄었다.

비닐쇼핑백 사용량도 같은 기간 눈에 띄게 줄었다.지난해 사용량은 1676만여개로 2019년 8920만개 대비 약 81% 줄었다.1인당 사용량은 2019년 2.34매에서 올해 1~5월 0.83매까지 65%나 감소했다.

이는 면세점 업계가 비닐쇼핑백을 종이쇼핑백으로 바꾸고,피망 슬롯 pc 슬롯보증비닐완충재 대신 종이완충재나 다회용 포장용기 등을 적극 사용한 결과로 해석됐다.

환경부는 비닐재질 쇼핑백·완충재 사용을 줄이기 위해 지난해 9월 한국면세점협회 및 12개 면세점과 일회용품·유통 포장재 감량을 위한 자발적협약을 체결한 바 있다.협약한 12개 면세점은 업계 전체에서 매출액 96.2%,매장 수 82% 비중을 차지한다.

환경부는 야구장,커피전문점,음식점 등 협약을 체결한 다른 업종의 일회용품 사용량도 순차 공개할 예정이다.이밖에 또 다른 업계와도 협약체결 등 폐기물 감량 협업을 추진한다는 방침이다.
