지역 중소상공인들과 상생한다하면서 실제로는 이들의 지분을 사들여서 퇴출시킨 CJ 프레시웨이에 대해서 공정거래위원회가 과징금 245억 원을 부과했습니다.

이 과정에서 CJ 그룹 차원의 조직적 개입이 있었다고 공정위는 판단했습니다.

김지숙 기자가 보도합니다.

2009년 지역 식자재 유통업에 진출하기 시작한 CJ프레시웨이.

유통 선진화라는 명분을 내세웠지만,연금복권당첨판매점지역 중소상공인들의 반발에 부딪혔습니다.

골목상권 침해 우려가 제기되자 CJ프레시웨이는 상생을 내세우며 지역 중소상공인들과의 합작 법인,연금복권당첨판매점프레시원을 만들었습니다.

그런데,연금복권당첨판매점이후 CJ프레시웨이는 중소상인들의 지분을 사들였습니다.

공정위는 이에 대해 중소상공인들을 상생의 대상이 아닌 장애물로 인식해 퇴출시켰다고 보고 있습니다.

[차남수/소상공인연합회 정책홍보본부장 : "(지분을) 그들이 자의적으로 판 게 아니라 팔 수밖에 없는 상황을 만든 거죠."]

CJ프레시웨이는 또 프레시원에 12년 넘게 자사 인력과 인건비를 지원했습니다.

지역 중소업체들과 경쟁관계에 있는 프레시원에 전문인력을 파견하고 임금까지 부담한 것은 부당지원이라는 게 공정위 판단입니다.

공정위는 지역 중소상공인들을 퇴출하는 과정에서 CJ그룹 차원의 적극적이고 체계적인 개입이 있었다고 덧붙였습니다.

공정위는 CJ프레시웨이 등에 과징금 245억 원을 부과하기로 했습니다.

CJ프레시웨이는 지역 유통사업자와 합의 계약으로 만든 공동 사업이란 점이 충분히 소명이 되지 않았다며,연금복권당첨판매점소송 등을 통해 다시 한번 판단을 구해볼 것이라고 밝혔습니다.
