폭우로 충남 논산의 오피스텔 승강기가 침수되면서 남성 1명이 숨지는 사고가 났었죠.이 남성은 비상 장치를 누르고 승강기 문을 두드리면서 살려달라고 소리치다 숨을 거뒀습니다.그런데 저희가 취재해 보니 이 승강기는 사고 이전부터 비상 장치 불량 지적을 받아왔습니다.

정영재 기자가 취재했습니다.

자동차 드나드는 통로로는 물이 흘러내리고 계단으로도 왈칵 쏟아집니다.

주차장 수위가 조금씩 높아지고 자동차 바퀴는 반쯤 잠깁니다.

새벽 3시 3분,한국 엘살바도르 축구7층에 사는 50대 남성이 엘리베이터에 탔습니다.

1분 뒤 지하 1층과 2층 사이 공간에서 멈춥니다.

문을 억지로 열어도 앞이 막힌 겁니다.

이 시점 물은 굽이치며 몰려듭니다.

갇힌 남성은 비상 호출 장치를 눌렀지만 아무도 답하지 않았습니다.

"살려달라" 소리 지르기 시작합니다.

3시 9분,한국 엘살바도르 축구조명이 꺼지고 사이렌이 울립니다.

이 순간에도 남성은 소리치고 있었습니다.

3시 13분쯤,한국 엘살바도르 축구물은 지하 주차장을 채운 뒤 승강기에도 들어찼습니다.

10분 동안 외치던 남성은 결국 숨졌습니다.

[성찬/50대 사망자 친형 : 차가 사고 나서 숨진 줄 알고 갔는데 엘리베이터 안에서 물이 차서 숨졌다는 게 난 지금도 믿기지 않아요.]

관리 업체는 최근 수리를 마쳤다고 했지만 사고 당일 작동했는지는 알 수 없습니다.

침수 위험이 있으면 엘리베이터를 최상층으로 올린 뒤 전원을 끊어야 하지만 늦었습니다.

조금씩 쌓인 부실이 결국 참사로 돌아왔습니다.
