최근 지방의회 곳곳에서 의장단 선출 등 후반기 원 구성을 두고 파행과 내홍으로 잡음이 잇따르고 있습니다.

매번 반복되는 행태에 의회에 대한 불신을 높이는 단초가 되고 있어 대안 마련이 필요해 보입니다.

성용희 기자입니다.

[리포트]

대전시의회 후반기 의장과 부의장을 선출하기 위해 열린 본회의.

개회 직후 돌연 정회가 선포되더니,

["원만하게 진행될 수 있도록 잠시 정회하고자 합니다."]

일부 의원들이 이유를 밝히라며 반발합니다.

["무슨 사유가 없는 가운데 정회가 있어…."]

22개 의석 가운데 20석을 차지한 국민의힘 내부에서 의장 선출을 둘러싼 갈등이 봉합되지 않았기 때문입니다.

당초 국민의힘은 경선을 통해 의장 후보를 정했지만,뉴캐슬 맨유경선에서 탈락한 의원이 불복해 출마하면서 내분이 생겼고,우여곡절 끝에 출마를 철회하고도 상임위원장 배분 등을 두고 막판까지 입장 정리가 안 됐습니다.

결국,1차 투표에서 찬성 11표,무효 11표가 나와 부결됐고 정회 끝에 산회가 선포되며 원 구성에 진전을 보지 못했습니다.

기초의회에서도 잡음이 잇따르고 있습니다.

대전 유성구의회는 민주당 의원들이 투표에 불참한 가운데 다수당인 국민의힘이 의장단을 독차지했고,뉴캐슬 맨유태안군의회에서는 다수당인 민주당이 의회가 아닌 지역위원회를 통해 의장단을 결정해 선출했다며 국민의힘이 반발하고 있습니다.

[김재섭/대전참여연대 조직팀장 : "당리당략과 이득만을 가지고 싸우는 모습에 시민들은 피로감이 쌓이고 지방의원에 대한 신뢰도도 추락할 수밖에 없는 것 같습니다."]

자리 다툼에만 골몰해 매번 내홍과 파행을 거듭하는 지방 의원들의 구태는 의회 불신과 무용론에 큰 단초가 되고 있습니다.
