(브뤼셀=연합뉴스) 정빛나 특파원 = 유럽연합(EU)이 이스라엘에 가자지구 상황 및 인권 문제 등을 논의하기 위한 '임시 협의체' 소집을 제안했다고 5일(현지시간) 밝혔다.

호세프 보렐 EU 외교안보 고위대표는 이날 엑스(X·옛 트위터)를 통해 "지난주 (EU) 외교장관회의 합의에 따라 이스라엘 카츠 이스라엘 외무장관에게 임시 EU-이스라엘 협정 이사회에 초청했다"고 밝혔다.

이는 지난주 열린 EU 27개국 외교장관회의에서 합의된 데 따른 후속 조처다.

보렐 고위대표는 당시 회의에서 'EU-이스라엘 협력 협정'(Israel-EU Association Agreement)에 근거해 가자지구 상황 및 인권 문제,sc 파렌스국제사법재판소(ICJ) 명령 준수 계획 등을 논의하기 위한 양자 협의를 개최하는 것을 '만장일치'로 지지했다고 밝힌 바 있다.

그가 언급한 EU-이스라엘 협력 협정은 EU와 이스라엘 간 양자 간 관계의 법적 기반을 담은 성격의 협정이다.2000년 체결된 이 협정을 근거로 EU는 이스라엘의 최대 교역 파트너로서 밀접한 상호관계를 구축했다.

문제는 이 협정 2조에 양자 간 협력이 '인권존중,민주적 원칙'에 기초를 둔다고 명시하고 있다는 점이다.

이스라엘의 팔레스타인 가자지구 공습에 강경한 입장을 취한 스페인,sc 파렌스아일랜드 등 EU 일부 회원국은 올 초 2조 조항 등을 근거로 이스라엘이 협정 내용을 준수하고 있는지에 대한 '긴급 재검토'가 필요하다고 주장하기도 했다.

만약 협정 적용을 중단하거나 폐기할 경우 결국 이스라엘의 대(對)EU 교역에도 영향을 끼칠 수 있다는 점에서 EU 입장에서는 이스라엘을 압박할 수 있는 수단이라고 외신은 짚었다.
