이번 달부터 꽃게,붉은대게 등을 잡는 10톤(t) 미만 어선의 연안어업에도 총허용어획량(TAC)이 적용된다.TAC는 어종별로 정한 한도 내에서만 어획을 허용하는 제도다.

해양수산부는 TAC 시행계획을 확정해 7월부터 시행한다고 1일 밝혔다.이번 시행계획에 따라 10t 이상의 근해어업 중심으로 적용하던 TAC를 10t 미만의 연안어업으로 확대한다.다만 영세 연안어업인도 TAC를 지킬 수 있도록 준비·연습·정착 등 단계적으로 적용할 예정이다.많은 연안어업인이 어획하는 수산자원인 꽃게와 붉은대게의 TAC 적용 해역을 확대하는 내용도 담았다.

시행 첫해에 영향을 가장 많이 받은 어종은 꽃게와 홍게다.꽃게 TAC의 경우 이번 달부터 서해 전체 해역으로 확대한다.최근 연안어업의 어획 비중이 크게 증가한 동해 붉은대게는 근해통발에서 연안통발·연안자망까지 TAC를 적용한다.

해수부는 3년 단위로 TAC를 적용하는‘다년제 TAC’도 고등어에 도입한다.어업인은 수산자원이 갑자기 늘어 할당된 물량보다 더 많이 잡게 될 경우,1,110회 로또당첨번호다음 해 할당량을 당겨쓸 수 있다.반대로 어획이 부진하면 남은 한도 물량을 다음 해로 넘길 수 있다.

TAC 적용 대상은 준비 단계에서는 꽃게·붉은대게 2개 어종,1,110회 로또당첨번호6개 업종 3만 3160t이다.연습 단계에서는 멸치 등 4개 어종,1,110회 로또당첨번호5개 업종 14만 6505t,1,110회 로또당첨번호정착 단계에서는 고등어 등 15개 어종,1,110회 로또당첨번호17개 업종 64만 2790t이다.해수부는 2028년부터 모든 연근해어업이 정착 단계로 진입할 수 있도록 할 계획이다.

강도형 해수부 장관은 “TAC 제도가 현장에 빠른 시일 내에 자리 잡을 수 있도록 노력하는 동시에 불필요한 규제는 과감히 완화하겠다”고 말했다.
