인물 바뀌고 '위조 방지' 강화
구권 빛보게해 소비진작 기대

여전히 현금 사용 빈도가 높은 일본에서 20년 만에 새로운 지폐가 등장했다.지폐 전면에 등장하는 인물이 바뀌고 위조 방지 기능이 대거 장착된 것이 특징이다.

3일 일본 중앙은행인 일본은행이 이날 도쿄 지요다구 본점에서 새 지폐 발행 기념식을 열고 새 1만엔권과 5000엔권,fsv1000엔권의 유통을 시작했다.그동안 일본은 대략 20년 간격으로 새로운 지폐를 발행해왔다.과거 1946년,fsv1963년,1984년에 새로운 지폐가 발행됐고,현재 사용되는 지폐는 2004년에 처음 등장했다.

일본은 2021년에 열린 도쿄올림픽을 계기로 캐시리스가 상당히 진척됐지만 여전히 현금 사용 비중이 60%를 넘어설 정도로 높다.이 때문에 주기적으로 지폐 관리가 필요하다.일본은 이번 새 지폐 발행을 계기로 캐시리스를 80%까지 끌어올리겠다는 계획이다.

이번 지폐에는 전 세계에서 처음으로 최첨단 홀로그램 기술이 도입됐다.지폐를 비스듬히 기울이면 화상이 입체적으로 움직인다.기울이는 방법에 따라 초상의 얼굴 방향이 좌우로 바뀌거나 액면 숫자의 색이 변하도록 설계됐다.

일본은행은 새로운 지폐를 발행하면서 기존 지폐 또한 아무 문제 없이 사용할 수 있다고 밝혔다.이와 함께 기존 지폐의 사용 종료 시한을 언급하지 않았다.따라서 당분간 기존 지폐와 새로운 지폐가 함께 유통되는 구조가 될 것으로 보인다.

일본은행은 "구권은 사용할 수 없다" "구권은 은행에 맡길 수 없다" 같은 금융사기 행위가 벌써 감지된다며 주의를 촉구했다.

일본은행 등의 조사에 따르면 은행,fsv편의점 등의 ATM 중 90%가량이 새 지폐를 인식할 수 있도록 업그레이드됐다.대형 편의점 체인과 슈퍼마켓 등에서도 80~90% 기기에서 새 지폐를 사용할 수 있다.지하철이나 철도를 이용할 때도 무인 기기의 80~90%가 새 지폐를 인식한다.

일본 경제 연구기관들은 기기 교체 비용 등으로 약 1조6000억엔의 경제 효과가 나타날 것으로 보고 있다.

이와 함께 집에 두고 있는 고령층의 단스예금(장롱예금)이 세상으로 나와 햇빛을 보기를 바라고 있다.새 지폐 교환을 위해 구권을 갖고 나와 소비하기를 기대하는 것이다.일본은 현재 120조엔 규모의 지폐를 발행했지만 이 가운데 절반인 60조엔가량이 장롱예금으로 집에 보관돼 있는 것으로 추정한다.
