영호남 시도지사 협력회의서 탄소중립 사회로의 이행 강조

박형준 부산시장이 8일 전북 무주 태권도원에서 열린 제18회 영호남 시도지사 협력회의에서 '탄소중립 위한 지역기후대응기금 국가 지원'을 제안했다.

이날 영호남 8개 시·도지사는 자치분권과 균형발전을 이루기 위해서는 지역의 현실을 가장 잘 아는 지방정부가 실질적인 권한을 가져야 한다는 데 공감대를 형성했다.지방정부 간 시너지를 낼 수 있는 공동협력 과제를 담은 공동 성명서를 채택해 중앙정부에 건의도 합의했다.

공동 성명서에는 △탄소중립 사회로의 이행을 위한 지역기후대응기금 국가 지원 △저출생 대응을 위한 협력 및 재정지원 확대 △지방재정 위기 극복 대책 마련 공동대응 △그린벨트 지역전략사업 대체지 지정 요건 완화 등 공동협력 과제를 담았다.

박 시장은 이날 회의에서 "기후 위기는 우리 모두 외면할 수 없는 문제고 지역자치단체 입장에서도 탄소중립 사회로의 이행은 중요한 과제"라며 "탄소중립 사회로의 이행 중요성과 지역기후대응기금 국가 지원의 필요성"을 강조했다.

2022년 3월부터 시행된 탄소중립기본법에 따라 지방자치단체가 지역 특성에 따른 기후 위기 대응 사업을 추진하기 위해 지역기후대응기금을 설치할 수 있다.그러나 지방의 어려운 재정 여건상 충분한 규모의 재원 마련에 한계가 있어 지역기후대응기금의 안정적인 조성을 위해 국가기후대응기금을 활용해 지원할 수 있도록 탄소중립기본법 개정을 제안했다.

박 시장은 "영호남의 굳건한 협력과 공동 대응은 남부권 전체의 상생발전을 견인해 한 단계 더 도약할 대한민국의 원천이 될 것"이라며 남부권 성장축으로서 영호남의 역할도 강조했다.
