국토교통부는 민간임대주택 임차인 보호 강화를 위해 임대사업자의 임대보증금 보증 가입 관련 정보를 임차인에게 문자메시지로 안내하는 제도를 확대 시행한다고 8일 밝혔습니다.

기존에는 임대사업자가 보증에 가입하지 않았을 경우,지방자치단체가 임대차계약서 신고를 수리하는 시점에 임대등록시스템(렌트홈)에서 임차인 휴대전화 알림 문자메시지로 해당 정보를 안내했습니다.

임대인이 보증에 가입했다면 주택도시보증공사(HUG)나 서울보증보험(SGI)이 보증 금액과 기간 등 정보를 우편과 휴대전화 알림 메시지로 안내하는데,보증서가 발급된 이후에야 안내 문자가 발송됐습니다.

앞으로는 임대사업자가 보증에 가입했더라도 임대차계약서 신고 수리 시점에 렌트홈에서 임차인에게 안내 문자를 발송해 임대인이 보증금액을 낮춘 위조 계약서 등으로 보증에 가입했는지 거듭 확인할 수 있게 했습니다.

아울러 보증 기간 보증금액 변동 없이 임차인이 변경된 경우,임대사업자가 새로운 보증에 가입하지 않아 새로운 임차인에게 관련 정보 안내가 이뤄지지 않았던 점도 개선했다고 국토부는 설명했습니다.

이 제도는 이달 9∼13일 시범 운영을 거쳐 14일 정식 시행됩니다.

임차인이 보증 가입 관련 정보를 안내받으려면 표준임대차계약서 1쪽에 있는 임차인 전화번호란에 자신의 휴대전화 번호를 정확히 기재하고,가까운 토토 판매점6쪽에 있는 개인정보 제3자 제공 동의도 해야 합니다.

김계흥 국토교통부 민간임대정책과장은 "이번 개선으로 민간임대주택 임대사업자의 임대보증금 보증 가입 의무 이행이 확보되고 임차인의 임대보증금 반환에 대한 우려도 덜 수 있을 것"이라고 말했습니다.
